Because there is a mismatch of expectations and reality that causes the industry image of the process to discount the reality of the endeavor.

In reality, the relocation process is an environmental-factor management process. None of the inputs and process bottlenecks are mere business constructs that can be either changed or reprogrammed. In the relocation industry the problems are both simple and yet extremely tangible.

Hence, relocation services have more in common with the engineering industry than the service industry. Both of these industries depend on the correct understanding of the tangible factors and practical real world physics.

In general, to successfully operate in a physical/tangible process, the service provider relies on inputs (labor, ramps, dollies, carts, boxes) that face virtually new and novel constraints at every relocation job.

That said, experience is both a plus and a minus. A solution that worked in the past is unlikely to work in the same way in the future, but might have a very high degree of compatibility.    

Engineering the best relocation solution will not be just a factor of experience, but highly correlated to the ability to see the problem in a novel way.

In this case, we should only think outside of the box if we are already very familiar with the inside of said box.
